The Future Homes program aims to simplify the process of constructing better apartments in Victoria and increase housing supply. Future Homes are pre-designed three storey apartments in well-connected locations across Victoria that provide high amenity living.
Designs: The program offers four sets of site-less Future Homes designs for purchase. Each design has a unique style, layout, and is suitable for 3-storey apartment buildings. These designs can be easily adapted to different neighbourhoods and sites across Victoria.
These so-called “off-the-shelf designs” or “pre-designed” apartment design templates can be adapted to a range of residential uses, and built through a streamlined planning approval and construction process.
Purpose: Future Homes focuses on creating apartments that combine quality design with sustainable living options. The goal is to enhance the overall quality of apartment living for Victorians.
Eligibility: The program is applicable across Victoria, especially in areas capable of supporting gentle density increases. Future Homes permit applications can be made in a General Residential Zone if the site is within 800 metres of a passenger train station, or within the same distance of an identified activity centre (either within or outside of Metropolitan Melbourne). The site must not be within a Heritage Overlay or Neighbourhood Character Overlay.
Cost and Planning: To encourage adoption, the government heavily subsidises the cost of the plans. The designs are currently available for only $150 (excluding GST), which covers a full package of developed architectural designs and access to a streamlined planning process. Additional costs may arise for adapting the selected design to a specific site.
Planning Certainty: On eligible sites, the adaptation of one of the four available designs that meets the key design principles and the removal of third party appeal rights on sites with no overlays, provides more development certainty to proponents.
Faster approval: The planning process will be significantly faster via the following streamlined process: (1) choice of a design; (2) a design adaptation and initiation meeting; (3) referrals to Department of Transport and Planning (DTP) and authorities; (4) lodgement of the application at Council and community notice; and (5) a decision as delegated by the Council CEO.
