The Final Report of the Royal Commission into Aged Care Quality and Safety, and the recommendations made in it, was tabled in Parliament today.

The Royal Commissioners said:

“The extent of substandard care in Australia’s aged care system reflects both poor quality on the part of some aged care providers and fundamental systemic flaws with the way the Australian aged care system is designed and governed. People receiving aged care deserve better. The Australian community is entitled to expect better.”

In conclusion of this investigation, the Royal Commissioners make 148 wide-ranging recommendations.

为了改善一地二开(two dwelling on a lot developments)的审批质量和流程，Moreland Council现已提出对Moreland 市政区规划规范进行修改。该修改案又称Amendment C190。该修改案是专门针对在一个已有房子后面加建一个新房子，或者土地上建两个新房子。

The Department of Environment, Land, Water and Planning has provided updates on VCAT hearings.

From 18 May 2020, VCAT will be progressing currently listed matters using telephone or video conferencing where they can reasonably proceed.

The Victorian Government recently released the draft Planning for Melbourne’s Industrial and Commercial Land, with public comments sought by 31 December 2019.

Building on Plan Melbourne 2017-2050, the draft Land Use Plan aims to establish a planning framework to enable state and local governments to better plan for future employment and industry needs. Moreland 市政府今日推出新规划草案（Amendment 189）- 要求增加居住开发地树冠覆盖率地计划。政府现征询公众意见，征询期截至于2019年12月20日。

该新草案主要是争对所有居住地地开发。举个例子，根据新草案地要求，一个2个小房子地开发要提供3-4颗冠层树，包括每个新房屋后院要有一棵树（共两颗）和一到两颗树要种到前院（根据设计来决定）。每颗树的占地面积大约是4.5米 * 4.5米。

The Minister for Planning has approved Amendment VC159 after considering the Land Use Terms Advisory Committee report. Amendment VC159 introduces changes to the Victoria Planning Provisions by:

• introducing new land use terms;
• revising the definition of land use terms; and
• change where land use terms are nested.

The changes intend to provide greater clarity to planning application assessments. On Tuesday 11 September 2018, the Victoria State Government  announced a new Commercial 3 Zone, with a view of “unlocking enterprise precincts”.
