Book a Strategy Discussion KNOW WHERE TO INVEST. AND WHERE NOT TO. Whether you are developing a site or investing in one, you should know three things before you commit:
whether it can be developed, whether the market genuinely wants it, and what it is actually worth building.
We answer all three before the money goes in.

Town Planning
Before the investment

Every development begins with a decision

The wrong site.
The wrong location.
The wrong product.
The wrong assumptions.
OUR APPROACH

Planning knowledge. Market intelligence. Development thinking.

Most development decisions are assessed through separate lenses. A planner considers approval. A market consultant considers demand. A property adviser considers commercial potential. PPC Urban brings these questions together before a development direction is locked in.

Test the Opportunity
A project can look viable on paper. But is there demand? Can it be approved? Is it commercially viable?
Market Assessment
Before the investment

Before you invest, ask the right questions

These are the six questions that decide whether a project makes money or loses it. Most of them are answerable before you commit.

  • Can this site actually be developed?

  • Is there genuine market demand?

  • What is the highest and best use?

  • Will operators or tenants actually want this location?

  • What planning risks could affect the project?

  • Should I proceed, change direction, or walk away?

What is highest and best use?
Highest and best use is the development option that produces the strongest return for a site while remaining legally permissible, physically possible and commercially viable. It answers what should be built on a site, rather than what could be built.

assess an opportunity

How we assess an opportunity

This is how we answer those questions. Five stages, run in order, and each one can stop the project.

Proceed. Reposition. Investigate further. Or walk away.

Our recommendations are built to support your investment and development decision, not simply to secure a planning approval.

Planning and site capability
We investigate the planning framework, development potential and the constraints that decide what is genuinely achievable on the site.
Development Feasibility
Market demand and supply
We analyse population and demographic trends, existing and proposed supply, competition, growth and location performance.
Market Assessment
Highest and best use
We identify the highest and best use by bringing together what the site can support, what the market wants, what can be approved and what makes commercial sense.
Investment Strategy
Risk and opportunity
We bring the planning and market evidence together to surface the risks and the upside before significant capital is committed.
Due Diligence
Recommendation and next steps
A clear recommendation, and a planning pathway if the project proceeds.
Town Planning
Advice backed by data
Our Data Hub gives PPC Urban and our clients ready access to location, demographic, market, supply and planning data, helping to test assumptions, identify opportunities and understand a site's development potential and capacity.

Q&A Section

Questions we are asked before an engagement

  • What is property development advisory?

Property development advisory is independent assessment of whether a site or project is worth pursuing, before capital is committed. It tests what the planning framework allows, what the market will support and what the site should become, and returns a clear recommendation to proceed, reposition or walk away. If you need the numbers modelled in detail, see our development feasibility service.

  • How is development advisory different from town planning?

Town planning secures approval for a project you have already decided to pursue. Development advisory happens earlier and decides whether the project is worth pursuing at all. We provide both, so the strategy and the approval stay joined up. If you already know what you are building, start with our town planning services.

  • When should I engage a development advisor?

Before the site is bought, or before a development direction is locked in. The earlier the assessment happens, the cheaper it is to change course. Advice after a permit is lodged can only manage a decision that has already been made.

  • Do you work outside Melbourne?

Market assessment and feasibility work is delivered Australia wide. Statutory town planning services are focused on Victoria. You can explore our national demand data through the Data Hub.

Test the opportunity before you commit

A short strategy discussion will tell you whether a site is worth investigating further, and what it would take to find out.
